President Putin's attendance at the Belt and Road Forum for International Cooperation three times in a row reflects the tradition of Chinese and Russian leaders attending major diplomatic events hosted by each other, which has promoted the sustained and healthy development of China-Russia comprehensive strategic partnership of coordination in the new era. On the other hand, it also highlights the deepening of practical cooperation between China and Russia in the face of regional turbulence and limited global development. The importance of strengthening communication and coordination for world development and regional cooperation.

At the bilateral level, China and Russia are each other's largest neighbors. This relationship has been developed on the basis of the historical experience of good-neighborly friendship, equal cooperation, common development, neither alliance nor confrontation, and not targeting any third country. It is an important example of a new type of international relations and has a profound historical logic. Over the past 10 years, leaders of the two countries have met 42 times. In terms of practical cooperation, China and Russia have established an all-round and multi-level cooperation mechanism. The leadership of the heads of state and the establishment of cooperation mechanisms have laid a solid foundation for deepening bilateral cooperation in the fields of economy, trade, investment, energy, culture and local affairs.

At the regional level, China and Russia have been actively promoting policy communication, unimpeded trade, financial integration, infrastructure connectivity and people-to-people ties with a view to jointly building the Belt and Road. China and Russia have been working together to align the Silk Road Economic Belt and the Eurasian Economic Union, and jointly build the Ice Silk Road. Together with other member states, China and Russia have strengthened cooperation in regional security governance, regional economic cooperation and cultural and people-to-people exchanges, promoted the building of an even closer SCO community of shared future, and jointly opened up a better future for the Eurasian continent, playing a huge role in safeguarding regional peace, stability, development and governance.

At the global level, as we enter a new period of turbulence and change, world peace and development face new and enormous challenges. Multiple factors such as the COVID-19 pandemic, regional conflicts, the global economic downturn and international market shocks have compounded and increased uncertainties. The development of The Times calls for abandoning zero-sum thinking, conducting dialogue and consultation, and resolving various issues through cooperation rather than confrontation. Under the framework of the comprehensive strategic partnership of coordination for a new era, China and Russia respect each other politically, support each other on major issues concerning their core interests and cooperate closely on international and regional affairs. China and Russia are committed to strengthening global strategic stability and jointly responding to various global challenges, thus advancing the process of democracy and multi-polarization in international relations and injecting more stability and certainty into the world.

China and Russia have maintained close communication within the framework of the United Nations, the Shanghai Cooperation Organization, the BRICS Strategic Partnership, the G20, APEC and other international organizations, upheld the international system with the United Nations at its core, actively promoted the governance of regional hotspot issues such as the Korean nuclear issue, the Syrian issue, the Iranian nuclear issue, and the Afghan issue, and opposed trade protectionism and unilateral sanctions. We will strengthen the role of the multilateral trading system and advance the process of trade liberalization.

This is not only the need for China and Russia to deepen the comprehensive strategic partnership of coordination in the new era, but also the requirement of The Times to strengthen communication and coordination in international affairs and promote a multi-polar world and democracy in international relations. Practical cooperation between China and Russia has contributed solid strength to world peace, development and regional cooperation.
