Development, Security and Environmental Protection: a Review of Russia's New Arctic policy

Abstract:“Basic Principles of Russian Federation State Policy in the Arctic to 2035” marks the formation of Russia’s new Arctic policy. The policy is an important part of Russia's innovative economic development strategy and far east development strategy. Under the background of Russia's improved ability to defend its sovereignty and national security in Arctic area and western economic sanctions, Russia's new Arctic policy has chosen to focus development, security as well as environmental protection as the core. Russia's new Arctic policy is characterized by inheritance, pragmatism and flexibility, which will enhance the significance of Arctic development issues, enhance Russia's relational power on the Arctic issue, and help Russia hedge the risk and pressure of western economic sanctions. However, the constraints of the Arctic situation, infrastructure, talents, capital and technology, and the difficulty of establishing the alliance on "development" issue of the Arctic region restrict Russia's new Arctic policy. Whether the goal of Russia's new Arctic policy can be completed as expected is uncertain.
