Abstract: The smooth transition of state power and the social economic foundation inherited from the Soviet Union made Nazarbayev start the construction of a new country more smoothly. He successfully weakened the opposition and expanded the power of president by means of elections and referendums. At the same time, measures including moving the capital and reorganizing the administrative divisions, maintain the Kazakh nationality the overall and partial majority of in the country.Nazarbayev attached importance to the cultural and traditional basis of power in Kazakhstan and summarized and developed the thought of grassland democracy. While adhering to the secularization of the country, he highlighted the characteristics of Kazakhstan, avoid the interference of Western democracy and Islamism, and make Kazakhstan's social and economic level increase rapidly, people's livelihood significantly improve, and foreign relations develop steadily. Thus, his ruling experience is worth doing more research.
