Abstract:Since its establishment, the Shanghai Cooperation Organization has achieved fruitful results in its participation in the regional security governance. The geographical range and the coverage of issues of governance have been significantly expanded,the governance mechanisms have been continuously improved, the governance norms are tending towards mature,and the governance results are increasingly highlighted. Generally speaking , the SCO's participation in the regional security governance has at least four characteristics : first,the main body of the SCO‘s participation in the regional security governance is mainly constituted by member states and supplemented by non-official institutions; second , great powers guide and middle-small countries equally participate in the process of the SCO' s participation in the regional security governance; third,the SCO practices sovereignty norms with the“non-interference in internal affairs" as it score in the process of participating in the regional security governance; fourth,the SCO’'s regional security governance is both a comprehensive normative framework and practical process. However,the SCO's participation in the regional security governance still faces two internal restrictions: first,the ability and the way of the SCO' s participation in the regional security governance needs to be further improved; second, there is still much improvement room in the identification towards the SCO by other member states except China. To overcome these two internal restrictions , there are at least two available improvement paths : first ,the SCO should build a regional conflict prevention mechanism; second,the SCO should cultivate the idea of coordinated interaction that seeking common ground while preserving differences,and internalize the awareness of the Community with a Shared Future for Mankind.
