[Abstract]The supply level of public goods is an important index to measure the function and development potential of an organization. Docking the demand of member countries and achieving the effective supply of regional public goods is the meaning of the sustainable development of the SCO. At the same time, with the entry of India and Pakistan, the supply environment of public goods in SCO region has undergone new changes, and the main bodies of supply have shown a new pattern. The " strategic triangle" between China, Russia and India, which has been mentioned since the end of the cold war, is revived within the SCO frame-work, and has a direct impact on the supply of regional public goods. According to the possible mode of triangle between China, Russia and India and its influence in the framework of the SCO, it's necessary to promote the effective supply of public goods in SCO region with the institutional management of Sino-Russian-Indian triangle. By facing up to the coexistence of competition and cooperation between China, Russia and India, and shaping the "ménage à trois", we can build a two-wheel drive of security and economy, and then achieve the balance between supply and demand of regional public goods in SCO region.
