Abstract:The international agenda-setting of energy security is an important way for international energy actors to safeguard their own energy interests and develop their right to speak in world energy affairs. International energy companies,international energy powers and the international energy organizations are key actors and participants in the international agenda-setting for energy security. With the change of the international energy (petroleum) system,three energy security agenda setting have appeared: “petroleum price and market demand security”,“energy (petroleum) supply security” and “energy sustainable development”. The key to successful international agenda setting for energy security lies in seizing favorable opportunities,finding the right agenda for “access”,and building an alliance on shared issues. The international agenda setting for energy security is closely related to the changes of the international energy (petroleum) system. Currently,the international energy system is characteristic of multi-actor interaction and diversity of issues,and the integration and of issues is an important feature of the international agenda for energy security.
